This is a tutorial for the plugin as well as a demo looking at my results comparing ScaleUp versus traditional scaling with bicubic sampling and the Detail Preserving Upscale effect when up-resing from 720 to 4K. What's the difference between the scale frame size option and set frame size in Adobe Premiere Pro CC. Why have both? What happened to the option in preferences? I'm not sure I can answer that but this explains and demonstrates the difference between the two options and shows which one I prefer to use.
